      1.  Many who have worked during a disaster will acknowledge that during the disaster, they rarely, if ever, refer to details of their ready made plans. Why does this happen? If so, why spend time planning?

    2..  Initially, a natural or man made disaster overwhelms resources, environmental checks and balances, and the ability of responders to function fully. What skills or attributes should an individual possess to meet these challenges?
