The paper should begin by providing an overview of the topic including the key highlights during that era focusing on  current social conditions, social welfare policies and programs.  It should also analyze and discuss how marginalized and diverse groups are represented (or not).  They should also discuss how societal values, beliefs, conditions, and political ideologies impacted the development, enhancement, reduction, and/or elimination of social welfare policies and programs during that time period. What was happening during the designated time frame?  Identify specific events, social issues, and problems that occurred during that time. 
Who was impacted?  What specific populations were impacted the most during this time?  Who was the most vulnerable and why?   
How did society respond to societal conditions and problems?  What services and resources were provided and to whom?  What were the values, beliefs, and political ideologies that impacted the social welfare approach?
How were social workers involved (if at all)?  Who was instrumental in the creation and implementation of services and resources?     
What lessons can be learned?  How does this help us understand our approach to social welfare today?
