Suppose your country is subject to a crippling cyberattack by non-state actors residing in another nation.  What type of response (active defenses, kinetic attack, or something different) is justified in response?  Under what conditions (if any) can your country hold the other state (as opposed to merely the non-state actors) responsible for this attack?  (The answers to these questions may be related, as what type of response is appropriate may depend on who is appropriately held responsible for the attack.)  Defend your answer carefully and in detail.
