Problem: County governments are facing challenges with regards to the budgetary process that stem from inadequate public participation .

Purpose: Generate information on the patterns of social media use and their relationship with participation in the budgetary process in counties.

Framework: The users and gratification theory postulates that media users choose their different media according to the need that they require to be satisfied.

RQ1: What is the relationship between the use of social media for political and budgetary  discourse and participation in the budgetary process  in Monroe County, Indiana?

Design: Quasi-experimental.    The data sources will be the budgetary documents for the fiscal years 2017 and 2018, and social media posts in Monroe County, Indiana.

The independent variables are the rate of social media use and the posts that touch on political issues.                   

The dependent variable is the participation in the budgetary process in Monroe County, Indiana,

Pearson’s correlation analysis will be used to identify the level of relationship between political posts and rate of social media use and participation in the budgetary process.
