Argument: the second amendment does NOT allow people to carry firearms because it leads to increased homicides and crime.

                Counter Argument: Even though the second amendment allows people to possess firearms, (District of Columbia v. Heller) the licensing procedures should be stringent to ensure that a person with a criminal record is never granted the right to obtain a firearm.
