A substantial part of the paper should address pros/cons; advantages/disadvantages; and/or opposing perspectives of the current agency and their approach or even a proposed approach based upon valid research findings.  Opposing views should be adequately addressed to create a balanced approach.

Must have 7 references at least…must have an abstract page with a minimum of 5 pages not including abstract and reference pages.
