ethics on torture

Regarding potential acts of terrorism:  Is the act of torture ever morally permissible?  If so, what principles or values are at stake?  By what legitimate agency, under what circumstances, what methods, and for how long?

If torture is never morally permissible: Why not?  What principles and values are at stake?  What is it about torture that no exception would make it morally permissible?
